”Voice of the city:” The rise and fall of WNYC-TV. $49.99 A survey of existing histories of broadcasting will lead the reader to the conclusion that there have been only two viable and long-lasting forms of television broadcasting in the United States: advertiser-supported commercial broadcasting and “public broadcasting” (PBS) as created by the 1967 Public Broadcasting Act. However, from 1962 until 1996, there was a third, unique form of broadcasting which existed only in New York City and operated noncommercially with a commercial license granted to the City of New York by the FCC. This was WNYC-TV, UHF Channel 31, a municipal broadcaster.;This dissertation defines municipal television broadcasting through a historical examination of the creation and operation of WNYC-TV. Drawing upon the archival record of the station itself, this study examines the role this station played in the creation and management of a shared public sphere in America’s largest and arguably most diverse metropolis; the competing interests that sought to alternately divest and keep the stations under City ownership; the changing perceptions and purposes of noncommercial and Public Broadcasting; and the shifts in policies, broadcasting and cablecasting technologies and industries that led to its eventual sale to ITT/Dow Jones in 1996 when then Mayor Rudy Giuliani decided that “the City” should “not be in broadcasting.” It interrogates the programming strategies and programming created and acquired by the station as well as the political forces that affected the practice of municipal broadcasting and the broadcasters/civil servants who led the station and sought to operate the municipally owned station in the “public interest, convenience and necessity” and avoid political influence or even the appearance thereof. Ultimately, the study considers how WNYC epitomized localism in a sea of network affiliates and later PBS member stations and offered a unique example of the way in which localism could have been practiced in U.S. broadcasting history |

This is the day when the historical method of study of the Biblical text is recognized as fundamental by all real scholars. No longer is it considered reasonable to make up a system of theology by wrenching texts away from their historical setting and putting them together like pieces in a puzzle; all texts to be understood rightly must be considered in their context against the background of the age in which they were written. This of course has resulted in some revisions of ideas concerning the meaning of certain passages. In doing so, generalisations drawn from the average are unavoidable; but be it premised that every generalisation is to be received with caution, because the scope of its application is only in breadth, not in depth. The more general an assertion is, the more general must be its application. For example : it may be said that woman is the child-bearing part of mankind; but when one proceeds to the formula, " the vocation of woman is to become a mother," one oversteps the bounds of the generalisation, in that a new idea—that of vocation—is introduced, from which individual constituents cannot be eliminated. With this reservation, then, we concede that the female majority-type is not the equal of the male either in intellect or in strength of will. As to the causes of this, opinions are strongly opposed. A multidisciplinary approach for determining the extents of the beds of complex natural lakes in Louisiana. $69 In Louisiana, the beds of natural lakes are owned by the state. The locations of property boundary lines separating state property from private lands have usually been set by determining the levels of natural monuments known as ordinary high water marks. The term is confusing and subjective, leading to controversy in reference to its determination. Catahoula Lake in central Louisiana was chosen as a study site because of its large size, its 20-foot variation in water levels, and its low-relief perimeter. Geology, geomorphology, hydrology, archaeology, vegetation, dendrochronology and dendrohydrology of the ancient cypress fringe, nineteenth century land survey records, historical records, and time-series statistics were applied to determine the elevation range of ordinary high water. Research suggests that the level of the ordinary high water natural monument used universally in Louisiana to define lake boundaries is not the correct natural monument. This research suggests that, for example, the natural monument that defines the Catahoula Lake boundary is not a vertical monument, but rather an areal monument that was originally recognized by nineteenth century U.S. government surveyors and embedded in the evidence extracted from their original field notes. The solution coincides with the boundaries of regional land patents and offers a consistent solution to determining the boundaries of thousands of acres of disputed lands. The procedure is applicable to other lake and swamp boundaries in Louisiana and other states.;Key words. An examination of teacher qualifications and student achievement in mathematics. $49.99 Many researchers have suggested that teacher quality and student achievement, especially in mathematics, are two significant challenges for schools. For example, educational researchers (Ballou & Podgursky, 2000b; Darling-Hammond, 2000; Goldhaber & Brewer, 2000; Monk, 1994; Wenglinsky, 2000a; Wilson, Floden, & Ferrini-Mundy, 2001) have conducted various studies to determine teacher qualifications that impact student achievement. In order to enhance mathematics achievement, it is important for educators in Alabama and across the United States to understand the relationship between teacher qualifications and student achievement in mathematics. The purpose of this study was to assess whether or not there is a statistically significant difference in teacher qualifications that might help to predict the academic performance of middle school students on the mathematics portion of the Alabama Reading and Math Test (ARMT). Using a theoretical framework which suggests that teacher qualifications impact or have a relationship to student achievement in mathematics, this study examined the relationship between the factors of teacher preparation, certification, and teaching experience with the mathematics achievement of their students. Measures of teacher qualifications included four independent variables: (a) the number of mathematics semester hours completed, (b) type of teacher certification, (c) the teacher’s total number of years teaching mathematics, and (d) the teacher’s total number of years teaching middle school mathematics. Twenty full-time mathematics teachers from 7 of the 8 traditional (non-magnet) middle/junior high schools located in the Montgomery Public School (MPS) District, Montgomery, Alabama participated in this causal-comparative study.
